One such pro-people leader and visionary, IPS Vikas Vaibhav chose to serve society and tread a challenging path instead of exulting in the victory of his meritocracy and settling into a comfortable life of gainful employment and fulfilling goals and dreams driven out of convenience. 

Laced with the success of cracking IIT JEE and making it into administrative services later, IPS Vikas Vaibhav always had his heart set on joining the civil services, envisioning bringing necessary change in the increasingly unstable circumstances of Bihar through his relentless endeavors. A state rich with cultural heritage, whose antiquity is evident from its name and the very fact that it was once the center of power, learning, and culture in ancient times, primeval, and classical India, Bihar in today’s times seems to have lost its past glory and headed towards deterioration through unstable law and order, declining educational level, prevalent unemployment, and lagging on developmental and economic fronts compared to other states. To reinstate the past glory of Bihar through Education, Egalitarianism, and Entrepreneurship, IPS Vikas Vaibhav initiated a futuristic campaign for the overall growth and development of Bihar, connecting and inspiring the youth to a promising future with collective efforts. Under the captainship of the dynamic leader who joined the bureaucracy with the sole purpose of serving the society, the initiative has seen visible positive results as the inhabitants of the rich culture and heritage present globally, have come together to build a new Bihar in unison. A voluntary initiative that seeks to connect committed individuals in learning from the broadminded and foresighted vision of their illustrious ancestors and working zealously to build a strong and evolved future that emerges from inner strength. Channeling the cumulative energy towards desired positive results, the mission has prospered into activities under various chapters working incessantly by members and coordinators driven by dedication, desire, and passion. These chapters have propelled the youth to think from ‘local to global’, ‘vibrant Bihar’ supporting startup drives, and aimed at achieving the betterment of society through inspired and determined change agents.

An alumnus of IIT Kanpur and currently serving as the IG in Patna, Bihar, IPS Vikas Vaibhav’s efficient leadership fuels on vision, action-oriented mission, and soaring the steps towards success and motivation of the people of Bihar. Let’s Inspire Bihar has brought together people residing in and outside the state, all over the globe and local domain, the youth and the experienced, with an optimistic close-knit team to work together towards making the impossible become possible. ‘Together we have and together we will’. As much as the drive has inspired numerous individuals, IPS Vikas Vaibhav’s success story is equally motivating for the aspiring youth and ambitiously woven dreams of several entities. While studying in class seventh in Samastipur, Bihar, Vikas Vaibhav faced an incident that changed his perspective towards life and realization of the fact that power and responsibility in all righteousness can bring a positive impact on people and society at large. He was then determined to join the administrative services to become an effectual member of an aware and progressive society. In the course of life where the fancy of cracking IIT entrance runs in the veins of almost every wishful student in Bihar, Vikas Vaibhav proved his mettle by competing in the exam and joining IIT Kanpur. Upon completion of the Mechanical Engineering course from the institute, he focused on preparing for the UPSC entrance instead of becoming a professional magnate in the IT world. He passed the civil services exam with sheer grit, determination, and discipline, and was appointed as ASP in Hyderabad in the year 2003.

As SP of Bhagalpur in the year 2005, and working along various districts of Bihar over the next few years, he continued to serve the people and society as a powerful and impactful leader. Aurangabad, Danapur, Bagha, Darbhanga, Purnea, and Patna have been the districts of his service. In the year 2011, he joined the National Investigation Agency as Superintendent of Police and in 2015 he became the Senior Superintendent of Police in Patna. As IG of Patna, he continued to hold the position of Deputy Inspector General of Police in the Eastern Range, Bhagalpur, and Bihar. As the Deputy Inspector General of Police at Anti-Terrorist Squad, Bihar in the year 2020, he went on to become the Special Secretary of the Home Department, Government of Bihar. In the year 2022, he was appointed as the Inspector General of Homeguards and Fire Services, Bihar. Currently serving as the Advisory, Bihar State Planning Board, his service record continues to honestly serve the people and society. During his service period, he demonstrated several incidents of bravery where he put a halter on crime mafias and dacoits of Chambal, cleansed the Naxalites from Rohtas, and hounded criminals in several cities and villages. He held regular ‘Darbars’ to hear people’s pleas and resolve them rightfully. He has been one of the most loved, admired, respected, and celebrated IPS officers who have transcended awareness and consciousness in people’s hearts with his virtue, goodness, and modesty.

An earnest demeanor in his profession earned IPS Vikas Vaibhav tremendous regard, as did his scholarly approach, which brought him enormous popularity as a celebrated public figure on various platforms. Through the mighty power of his pen combined with the passion of his skilled photography, he has succeeded in initiating the ‘clarion call of developing heritage consciousness in every Indian citizen’s heart’ and that has inspired more and more people to connect with him through various Social Media channels. Adorned with the qualities of having ‘serenity surround his countenance, his principles mirrored in his courage and conviction, resolute professional integrity, cardinal quality of equal treatment for all, and a people-friendly behavior’, he has a huge fan-following that celebrates his honesty, courage, integrity, vivacity, and charisma. His popularity and high regard among people were seen when a ‘Chowk’ in Bagha was built after his name in 2017, ‘Vikas Vaibhav Chauraha’. His extensively read blog ‘Silent Pages’ depicts scrupulously researched ‘lesser-known stories from the history of India that speak of ancient heritage and its importance’. He shares his tales of trouncing criminals as ‘Field Stories from the Diary of a Cop in Bihar’ on his blog. With a simultaneous inclination towards science and history alike, he greatly believes that a favorable future can only be based upon the reminiscing of the precious past. He likes to coach young students and regularly posts inspiring verses from the Vedas. Hailing from the land of Rashtrakavi Ramdhari Singh Dinkar, he has a keen inclination towards literature. Awarded by IIT Kanpur with the prestigious Satyendra K Dubey Memorial Award in the year 2019, IPS Vikas Vaibhav is an icon of change.

His trendsetting campaign Let’s Inspire Bihar has generated a storm and triggered a wave of optimism for the country’s youth to lay a strong foundation of a hopeful tomorrow through the understanding of deep cultural heritage. Bringing determined change through tangible impact, the campaign raises awareness through regular youth talks, entrepreneurial meets, and social services. Established in the name of an enlightened and learned woman named Gargi from the Upanishads of the Vedic Age who emerged as an embodiment of intelligence, intellect, and boldness establishing herself in the ever-widening field of knowledge, Gargi Chapter of Let’s Inspire Bihar encourages women empowerment through excellent training to weaker sections of the society in several fields. Successfully running 14 centers across Bihar, the Gargi Chapter has helped create selfless social awareness and the welfare of women and children. Let’s Inspire Bihar also organizes events to commemorate, appreciate, and honor the contribution of women in different fields.

The inspiration has not only spread across regions of Bihar, but also outside the borders in places like Mumbai, Pune, Chennai, New Delhi, and Vadodara, Gujarat. In the forthcoming Youth Talk ‘Namaste Bihar’ in Begusarai, the Let’s Inspire Bihar campaign aims to reach a wider and open audience from the confines of closed auditoriums. The Bihar@2047 Conclave in New Delhi is all set to create a momentous occasion for the noble mission of the popular campaign of the visionary leader.
