Neelam Saxena Chandra is an Indian Railway Officer, working as Chief Electrical Engineer in Mumbai. She is an Engineering graduate from VNIT and has done her Post Graduation Diploma in IM&HRD and in Finance. She has completed a summer course in Finance at the London School of Economics. She has authored 7 novels, 9 short story collections, 40 poetry collections, and 15 children's books to her credit. More than two thousand of her stories/poems/articles have been published in various international/national journals/magazines. She is a bilingual writer, writing in English and Hindi. She holds a record with the Limca Book of Records -2015 for being the Author having the highest number of publications in a year in English and Hindi. She has won a prize in a poetry contest organized by the American Embassy & Arushi (awarded by Gulzar sahib), an award by Women's Web for fiction writing,  an award in a National poetry contest organized by the Poetry Council of India in 2016, award for writing for children by Children's Book Trust, awarded a prize for her fiction by Women's Web, etc. She has received, Sohanlal Dwivedi Puraskar for children's literature by Maharashtra state Hindi Sahitya Akademi for the year 2018, Humanity International Women Achiever Awards 2018, the Bharat Nirman Literary Award in 2017, the Premchand Award (Twice) by Ministry of Railways, Rabindranath Tagore International Poetry award, Soninder Samman, Shabdshree Samman, Freedom award by Radio city for Lyrics along with other awards and honors. She was listed in Forbes as one of 78 most popular authors in the country in 2014. Her poem was also placed at no 7 in a contest organized by NAMI (NAMI: National Alliance on Mental Illness, USA) in 2021.

Her short story collection "Lines of Fate" remained in the top 10 on the bestsellers list on Amazon (India) for long and was under no 3 on new hot releases for a month. It still remains on the bestseller list. "Kai Basant dekhehain main" a poetry collection was No 1 and received the bestseller tag from Amazon. Her novel "The Red Diary" is available on Amazon and was on the bestsellers list at no 4. Her short story collection "Rang BharaTohfa" was no 2 in the bestsellers list. The poetry book "Splinters of a Broken Mirror" was also No.1 on Amazon for several days. Her poetry collection "Garden of Fragility" was also ranked 3rd among best sellers in poetry for quite some time. Her latest short story collection "The Chiseled World" is again a bestseller.

She loves to write on a variety of themes such as Motivational, Social, and Romantic along with other genres. She loves to write a lot on Nature and feels that there is a lot of similarity between our lives and that of plants, rivers, mountains, etc. She discovers the philosophies of life by connecting the two.
