Union Home Minister Amit Shah voiced his stance on the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, during its consideration and passage in the Lok Sabha. The bill, aimed at replacing the Delhi services ordinance, has sparked controversy, with the Opposition labeling it a "murder of democracy," eliciting a sharp response from Amit Shah, who called it a "politically motivated" accusation.
In a direct attack on the Congress party, Amit Shah emphasized the need to prioritize Delhi's welfare over the interests of the Opposition alliance I.N.D.I.A. He cited historical leaders like Pt Jawaharlal Nehru, Sardar Patel, Rajaji, Rajendra Prasad, and Dr. Ambedkar, who were against granting full state status to Delhi.
Defending the ordinance, Amit Shah highlighted that it adheres to the Supreme Court's order, which grants Parliament the authority to legislate on matters concerning the National Capital Territory of Delhi. He also pointed out that provisions in the Constitution empower the central government to enact laws for Delhi.
Amit Shah further criticized the party that came into power in Delhi in 2015, accusing it of being focused on confrontation rather than public service. He claimed that the core issue was not about transfer postings but about gaining control of the vigilance department to conceal corruption, including the construction of personal bungalows.
The fate of the bill now lies in the hands of the Rajya Sabha members, who will cast their votes. Recently, the fence-sitters BJD and TDP announced their support for the BJP government led by Narendra Modi, strengthening its position over the bill.
The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, proposes granting the Delhi Lieutenant Governor the final say on the transfer and posting of city government officials. If passed, it will reinforce the central government's authority over the national capital and reverse the impact of a May Supreme Court verdict that granted the Delhi government control over administrative services.
