Thousands of enthusiastic people gathered at Rajendra Stadium in Chhapra to pledge to rise above divisions of caste, community, gender, and ideology to build a developed Bihar! Recreating the historical success of the Fourth Grand Public Dialogue under the banner of ‘Namaste Bihar’, the jam-packed stadium was addressed by the Chief Guest, renowned IPS Officer, Vikas Vaibhav, who passionately declared that Bihar does not solely belong to those who perpetually encourage division in the name of caste, community, and religion, wanting to see it fragmented. Instead, it also belongs to those who aspire to transcend such divides and restore its historical and cultural glory.

Let’s Inspire Bihar envisions an entrepreneurial revolution in Bihar, aiming to generate extensive employment within the state itself. A robust ecosystem is being built by uniting all sections of society, ensuring youth stepping into self-employment, Startups, and enterprises receive all possible support and guidance. By 2028, the campaign targets establishing at least five successful Startups capable of generating employment for 100+ people in every district of Bihar. To this end, a Startup Summit was organized on August 25, 2024, in Patna, and the Bihar @ 2047 Vision Conclave (Season 2) is scheduled for December 22, 2024, at Bharat Mandapam, Delhi. Launched on March 22, 2021, at the clarion call of Bihar’s popular IPS Officer Vikas Vaibhav, the campaign is dedicated to shaping Bihar’s bright future by creating a developed Bihar and consequently a developed India by 2047, where no individual needs to leave the state for education, employment, or healthcare. The campaign is rooted in the principles of education, equality, and entrepreneurship, seeking inspiration from the state's rich heritage to overcome divisions and contribute to national development. Presently, over 150,000 individuals are voluntarily contributing to the campaign's efforts through its chapters.

To spread its messages to every village and town and ensure greater public participation, the campaign initiated Grand Public Dialogues in Begusarai on December 10, 2023, attracting over 50,000 participants. Subsequent events in Arrah, Sasaram, and Chhapra have drawn similarly large audiences, with the fifth dialogue slated for February 9, 2025, in Hajipur, Vaishali. The campaign has organized over 1,600 events across all districts of Bihar, major Indian cities, and abroad. More than 10,000 successful entrepreneurs are voluntarily associated with it. Numerous startup summits and conclaves like Vibrant Bihar Global Conclave (Patna, 2022-23) and Bihar Vision @ 2047 (Delhi, 2021 & 2023) have been held. Bihar-centric dialogues in Dubai, Delhi, Mumbai, Bengaluru, Hyderabad, Pune, and Vadodara have brought entrepreneurs into the campaign’s fold. The Jeevak Chapter, established by doctors, has organized 250+ free health camps benefiting over 35,000 underprivileged individuals, while the Gargi Chapter, led by women, runs free education centers and promotes women's self-employment in Bihar.

The Fourth Grand Public Dialogue at Chhapra's Rajendra Stadium was attended by thousands, including prominent personalities like Saran MLC Sachchidanand Rai, the national president of Private Schools & Children Welfare Association Mr Syed Shamail Ahmad, Rajkumari Aadhya Sahi of ancient Hathua kingdom, Saran MLA Dr. CN Gupta, Vice Chancellor of JP University, Chhapra, Mr. Parmendra Kumar Vajpayee, Saran Mayor Lakshmi Narayan Gupta, renowned Shia Islamic Scholar Maulana Syed Kalbe Rushaid Rizvi, Journalist Sacchidaanand Ojha, Manyavar Bihar's regional head Vikas Kumar and the Chairman of group of Central Public Schools, Mr. Harendra Singh. The other dignitaries on the dais included educationist Seema Singh, LIB Gargi Chapter Coordinator Dr. Preeti Bala, Vicky Anand, Surbhit Dutt, LIB District Coordinator Sumant Kumar, Shiv Shankar Singh, Sanjiv Choudhary, actress Vaishnavi, Shailendra Sadhu, Rahul Kumar Singh, Anup Narayan Singh, Prabhakar Rai, Lav Singh, Prashant Pratap Yadav, Aashish Ranjan, and others. The program’s anchoring was conducted by senior journalists Anup Narayan Singh from Chhapra and Prabhakar Rai from Begusarai.

Amid the audience's cheers, the Chief Guest, Vikas Vaibhav, greeted everyone and welcomed them to the Namaste Bihar 4th Grand Public Dialogue. Witnessing the enthusiastic crowd of thousands, a blend of astonishment and joy appeared on his face. Vikas Vaibhav remarked that the overwhelming presence of people indicates a desire to rise above caste and communal divides to see Bihar develop. He stated that Bihar's ancient prosperity stemmed from the Vedantic perspective ingrained in its soil, and its future lies in education, equality, and entrepreneurship—values central to the Let's Inspire Bihar campaign. Addressing queries and suspicion about whether he had resigned, stemming from the campaign's constant large-scale public dialogues, Vikas Vaibhav clarified, "Why would I resign? I still have a long service tenure left. One can contribute to Bihar's development while fulfilling their official responsibilities. Doing so is not just a moral duty but also a fundamental obligation under the Indian Constitution." He emphasized that nation-building is the responsibility of every individual and urged the audience to become agents of change, saying, "Each of you must become Vikas Vaibhav." He highlighted the transformative efforts in Bagaha and Rohtas, which succeeded because people embraced their ancestors' grand vision. Stressing that Bihar’s development is only possible through an entrepreneurial revolution, he sought everyone's support. In unison with Vikas Vaibhav, the crowd enthusiastically chanted, "I will transform Bihar."
